Health influences and is influenced by the patients development level. It is both objective and subjective and encompasses physical, psychosocial, and spiritual dimensions. Health is a relative state with parameters that may be defined differently by diverse cultures. Patients have responsibility for their health status by virtue of their ability to make health choices. The role of the professional nurse is to foster health promotion activities, to facilitate adaptation to greater levels of health, and to assist the patient in optimizing wellness. Nursing Nursing is a professional discipline that integrates theory and practice. The science of nursing is the generation and application of a body of theoretical knowledge to health care situations. Nurses transitioning from other nursing specialties to school-based practice are surprised to discover the complexities of the school nurses role. Nurses transitioning into the specialty practice of school nursing underestimate the scope of practice and the multitude of competencies required for success. The setting necessitates independent critical thinking and has fewer health resources available than the acute care setting (Blackmon-Jones, 2017). Further, nurses transitioning into the specialty practice often experience inadequate orientation, little or no mentoring, and a lack of administrator ̽. In New Jersey, school nurses are generally supervised by non-nurses, which challenges positions held by both the National Association of School Nurses and the American Nurses Association. Evaluation of school nurse practice by school nurses is crucial to promote safe, high quality, competent care for all school children and their school communities. (NASN, 2018). Most nurses enter school nursing practice with education that is not specific to school nursing, and with skills acquired in other nursing roles, often in acute care. Regardless of this, as licensed health professionals, school nurses are expected to perform independent high-quality care in a non-medical setting. This poses significant challenges not experienced by nurses working in settings with a medical/health focus. Schools lack the procedural safeguards for nurses that can be found in health care settings, in terms of health-related policies and procedures. In addition, the role of the school nurse is poorly understood by stakeholders (parents, school staff and administrators), as well as among other nurses. Nevertheless, school nurses serve in pivotal roles that bridge health care and education (National Association of School Nurses, 2016). Keeping children healthy, safe, in school, and ready to learn should be a top priority for both healthcare and educational systems. With approximately 55.9 million candidates in public and private elementary and secondary schools, educational institutions are excellent locations to promote health in children, and the school nurse is uniquely positioned to meet candidate health needs (NASN, 2016). However, the reality is that the focus of schools is on education, not health, and the connection between the two, is unfortunately under recognized in the K-12 setting. As school nurses provide care to a diverse candidate body with a variety of acute, chronic, and complex health care needs, it is imperative that they have opportunities to practice higher level nursing skills and reflect on their practice. Successful transition to practice depends on a balance of nursing knowledge and skills, and collaboration between school nurse candidates, cooperating school nurses and health educators, preceptors, and clinical university faculty. Practicum Placement Practicum placements are not initiated until all required documents have been submitted to the Program Coordinator, and the candidate has been enrolled into the class. Practicum placements are arranged via formal contracts between the university and the school district, at the discretion of the Program Coordinator. Placements are arranged by the School Nurse Certification Program Coordinator in consultation with the candidate. Candidates are NOT permitted to arrange their own placement and are strongly discouraged from planning / discussing placement with school district employees or administrators. Formal placement contracts initiated by the Program Coordinator and approved/signed by district administrators must be in place PRIOR to candidates beginning the experience. The program coordinator notifies candidates of confirmed placement as soon as signed contracts are received. School Nursing Practicum Courses NURS 672 School Nurse Practicum I and NURS 672 School Nurse Practicum II are required practicum/clinical courses in the School Nurse Certification program. These practicum courses are designed to facilitate mentoring candidates through transition into their new role as school nurses. The practicum courses are based upon the preceptor model of education in which clinical supervisors (course faculty), the school nurse preceptor (Cooperating School Nurse), Cooperating Health Educator (NURS 673), and the candidate meet on a periodic basis to evaluate and ascertain levels of mastery of learning in the school setting. A variety of educational settings may be chosen based upon candidate need, availability of preceptors, and availability of clinical supervisors. The practicum courses are offered in the fall and spring semesters, and may include experience within preschool, elementary, secondary, and special education settings. Grading for this course is done on a Pass/Fail basis, and grades are determined by candidates assigned Clinical Supervisors. A Pass grade for the course is based on the following: Candidate satisfactory completion of all assignments. Candidate satisfactory completion of required hours and elements Candidate demonstration of a positive and professional disposition NURS 672 School Nurse Practicum I (3 Credits) Course Description: This course will focus on application of knowledge and skills related to school nursing practice. Candidates complete 90 hours in a school setting, with an additional 30 hours for direct care role development. Course Prerequisites: NURS 614, NURS 616, NURS 600, NURS 642 Candidate Learning Outcomes: At the conclusion of this course, candidates will be able to: Operationalize the multifaceted role of the nurse in the K-12 school setting and the community. Integrate new knowledge in school nursing practice to facilitate optimal health outcomes for selected individuals and populations in the provision of direct care. Utilize evidence-based strategies consistent with national standards of professional school nursing practice and state nursing and education regulations in meeting the needs of diverse candidate populations. Synthesize information from multiple data sources in assessing and analyzing candidate & community health needs and resources. Manage complex, multi-level, and simultaneously occurring health-related issues in the provision of school health services for candidates, staff, and families. Demonstrate ethical leadership through reflective practice, cultural competence, and quality improvement. NURS 673 School Nurse Practicum II (3 Credits) Course Description: This course will focus on application of knowledge and skills related to the school nurse as health educator. Precepted clinical experiences provide advanced direct-care role development in the school setting. Candidates complete 90 hours in a school setting, with an additional 30 hours for direct care role development. Course Prerequisites: NURS 614, NURS 616, NURS 600, NURS 642 Candidate Learning Outcomes: At the conclusion of this course, candidates will be able to: Operationalize the multifaceted role of the school nurse as health educator in the school setting in accordance with the Scope and Standards of School Nursing Practice, and New Jersey Standards for Teachers. Integrate new knowledge in school nursing practice and health education in assessing needs, resources and capacity for health education and promotion in the school district and community. Implement comprehensive, meaningful health education lessons that utilize evidence-based content and instructional strategies, that are based on NJ Core Curriculum Content Standards for Health Education and the needs of diverse learners. Apply evidence-based practice, principles of cultural competence, and program management strategies in designing school and community health education and promotion. Evaluate teaching strategies throughout the learning process with the use of formative and summative assessment strategies to modify teaching and learning activities and enhance candidate attainment of outcomes. Develop professional and interprofessional relationships to assess and promote health in the school and community setting. Analyze health and safety policies and practices, school climate, and community data to develop an action plan for improvement. Practicum Format (NURS 672 & NURS 673) For each 3-credit practicum course (NURS 672 & NURS 673) candidates not working full time as school nurses are enrolled in Track A. These candidates must spend the equivalent of 90 hours in the assigned school district (12 7.5-hour days) over the course of the semester. In NURS 672 these hours are in the health office; in NURS 673 these hours are in the health education classroom and health office. Candidates employed full time as school nurses may complete their practicum hours in their home district with the written approval of their district administration. These candidates are enrolled in Track B. Candidates in NURS 672 are assigned to a School Nurse Preceptor and Clinical Supervisor. Candidates in NURS 673 are assigned to a School Nurse Preceptor, and Clinical Supervisor, and a Certified Health Educator. In both NURS 672 and NURS 673 candidates also complete assignments in Blackboard related to the direct and indirect care roles. These assignments include the development pf professional goals, reflective journals, online discussion, electronic portfolios, health education lesson plans, and more. Important Notes The University requires a $150 fee for all Practicum candidates. This fee will be included with your tuition statement for the course. The School Nurse Preceptor/Cooperating School Nurse is assigned by the Cooperating School District Administration in consultation with the Program Coordinator. School Nurse Preceptors/Cooperating School Nurses must: Hold an unencumbered professional registered nurse licensure to practice in the State in which the practicum is occurring. Possess a New Jersey Department of Education School Nurse Certification appropriate for the clinical experience: For NURS 672 School Nurse Practicum I, preceptors may hold a Standard Non-Instructional School Nurse Certificate or the Standard (Instructional) School Nurse Certificate. Must hold New Jersey Department of Education Certification in Health Education Must be employed by a public charter or private school district. Must have 3 or more years experience in health education. Must be willing to facilitate candidate learning through supervision, mentorship, and evaluation. Must be willing to work with candidate in completing practicum assignments which are congruent with course requirements and objectives. Must be accessible with adequate time for mentoring during candidate practicum hours. Must be willing to meet with Clinical Supervisor during all observations/visits. Clinical Supervisor/Course Faculty Qualifications (NURS 672 & NURS 673) The Clinical Supervisor is the course faculty member assigned to individual students based on demographic locations. The Clinical Supervisor is a faculty member of NJCU, who holds an unencumbered professional registered nurse licensure to practice in the State in which the practicum is occurring. The Clinical Supervisor also holds a the NJDOE School Nurse endorsement, and advanced degrees in nursing. They serve as instructors, mentors, and program liaisons, and provide guidance to candidates, cooperating school nurses and health educators in facilitating the achievement of educational objectives through this synthesis practice experience. Clinical supervisors serve as primary instructors for their assigned students throughout the semester. Clinical Supervisors/Course Faculty are assigned to individual candidates by the School Nurse Program Coordinator, in collaboration with the Nursing Department Chair. Assignments are based on geographic proximity to assigned candidate practicum placements. Clinical Supervisors/Course Faculty work closely with the School Nurse Program Coordinator throughout the semester. Must be employed as full-time faculty or adjunct faculty at New Jersey City University Must hold a current unencumbered Registered Professional Nurse License in New Jersey Must hold a New Jersey Department of Education School Nurse Certificate Must hold a minimum of a Master of Science or Arts with a Major in Nursing, a Master of Science in Nursing, or a terminal degree (EdD, PhD, DNP) in Nursing. Must be available to travel to visit candidates in assigned practicum settings during school hours. Must be experienced in Microsoft Office (Word, Excel, etc.) Must be familiar with online course platforms (i.e., Blackboard). School Nurse Program Coordinator (NURS 672 & NURS 673) The School Nurse Program Coordinator is responsible for determination of student eligibility for practicum, course enrollment, contractual candidate placement in the school district, and assignment of Clinical Faculty to individual candidates for the practicum experience. The Program Coordinator oversees all issues related to the candidate district placement, candidates disposition, and course logistics. The School Nurse Program Coordinator may also assume the role of Clinical Supervisor for specific students as needed. Practicum Roles & Responsibilities  School Nurse Candidate Responsibilities Collaborate with the Program Coordinator in the selection of a qualified preceptor, through submission of the Graduate Clinical Preceptor Request Form. Submit required validation of nursing licensure, health clearance/immunization forms, liability insurance, current CPR, and any other required University documentation prior to the beginning of the practicum experience. Develop clearly attainable learning goals prior to the practicum experience. Review suggested learning goals with the identified preceptor for feasibility and attainability. Provide the preceptor with a copy of the course syllabus, practicum handbook, W-9 Form, and access to NJCU CTPP online evaluation forms. Negotiates a mutually agreeable schedule between preceptor and candidate. Establish contact methods with preceptor via technology or phone as mutually determined. Arrive in a timely manner, prepared for the practicum experience, reflective of the professional nurse educator role. Communicate regularly and effectively with preceptor, cooperating health educator, and course faculty. Seek faculty assistance with any identified issues or concerns during the clinical practicum. Comply with agency policies and required pre-practicum requirements, inclusive of any required in-service documentation and agency forms. Maintain confidentiality of any and all patient and/or candidate records and all information obtained during practicum experiences as required by law * See HIPAA Notice below. Comply with dress code of university and agency. Practice in a safe and ethical manner in congruence with university guidelines and agency parameters and regulations. Maintain accountability for personal learning and nursing actions in the agency. Complete course requirements as outlined in the course syllabus. Synthesize didactical course information into the practicum experience. Engage in self-reflective practices through completion of a midterm and final self-evaluation as noted in the syllabus.  School Nurse Preceptor Responsibilities (NURS 672 & NURS 673) School Nurse Preceptors assigned to a candidate in Track A must be present with the candidate for the entire 90 hours of practicum. School Nurse Preceptors assigned to candidates in Track B are expected to spend a minimum of 30 hours with the candidate throughout the semester. These hours can be spent in the candidates or the preceptors school buildings, before, during, or after school hours. Review all health-related district policies and procedures. Function as a professional role model in the school setting. Communicate timely and effectively with candidate and clinical supervisor. Provide timely and constructive feedback to the candidate about practicum performance. Collaborate with the candidate in the development of feasible learning objectives and plans for improvement. Provide educational practicum experiences that ̽ course and candidates personal learning goals. Encourage candidate participation in the identification of quality improvement plans, health promotion opportunities, and/or research agendas in collaboration with agency nurse researchers. Guide the candidate in the selection of practicum experiences within the agency that contribute to the promotion of candidate learning objectives and acquisition of the novice school nurse role. Promptly notify clinical supervisor of candidate behaviors that are unprofessional, unethical, or unsafe. Be available to meet with Clinical Supervisor and candidate to discuss progress toward learning goals. Provide constructive feedback related to the practicum experience and suggestions for program improvement. Validate final practicum course log (Track A). Review N.J.A.C. Chapter 18 Programs to Support Student Development with candidate as well as school district Standing Orders for the provision of care of injured & ill students, and pertinent school district policies and procedures with candidate (Specifically those related to first aid, communicable disease control, administration of daily and emergency medications evacuation & lockdown drills, AEDs, etc.) Review N.J. Sanitary Code and Immunization Requirements for school entry and attendance with the candidate Review proper documentation procedures, specifically the use of A-45s, incident reports, immunization reports, and the development and use of Individualized Healthcare Plans (IHPs) and Emergency Care Plans (ECPs) with candidate. Review proper screening methods for vision, hearing, scoliosis, BP, height, and weight, etc. Guide the candidate in the use of related technology (Health office software, screening devices, NJIIS, etc.) Be a resource and mentor and role model for the candidate. Demonstrate leadership skills in problem solving, decision making, priority setting, delegation of responsibility and health office management. Assist candidates in appreciating the role students and families race, culture, & socioeconomic status plays in their health status and response to disease. Provide the candidate with timely and ongoing feedback on his/her progress, based on preceptor's observation of clinical performance, assessment of achievement of clinical competencies and patient care documentation. Plan learning experiences and expose candidate to procedures to help him/her meet professional and clinical goals. Guide candidate toward an understanding of the various roles of the school nurse in relation to the national scope and standards of school nursing practice. Review the implications of HIPAA/FERPA as it relates to your documentation practices, confidentiality, sharing of student health information, and record keeping. Involve the candidate in parent conferences and other professional meetings as appropriate/permissible. Be available to meet with the clinical supervisor for a few minutes during each scheduled visit to review candidate progress, including strengths and challenges. Schedule conferences with the candidate and/or supervisor as needed and appropriate throughout the practicum. This notes that candidates: Always conduct him/herself in a professional manner in accordance with university policies and procedures (particularly the Academic Integrity Policy*), specific program requirements, and standards of practice and performance. Maintain a positive, congenial, collaborative, and courteous demeanor in all affairs. Ensure that all forms of communication reflect a polite, discreet, appropriate, and ethical manner that values diversity. Contribute to the discourse of the scholarly discipline through valuable, constructive, scholarly, and courteous participation in all aspects of the course. Exercise honest and ethical behavior in all their academic activities. *Special Case Reports: When it becomes apparent that a clinical candidates academic performance or disposition may hinder their overall success in the clinical setting, a Special Case Report may be necessary. A Special Case Report, which is used to document existing challenges or concerns, can be completed by a clinical supervisor, preceptor, cooperating teacher, or program coordinator. Reports must be completed and submitted to the University Center for Teacher Preparation & Partnership (CTPP) as early in the experience as possible to achieve optimal results. The first time a concern about a candidates performance is documented, the CTPP director, program coordinator, department chairperson, and clinical supervisor will meet with the candidate to address the noted challenges and develop a remediation plan. The School Nurse Preceptor Online evaluations completed by School Nurse Preceptors and Cooperating Health Educators are designed to assess program outcomes. They do not directly inform student grades. Student grades are determined by the Clinical Supervisor and are based on completion of assignments and disposition. The Cooperating Health Educator IMPORTANT: The Cooperating Health Educator MUST be in the classroom at all times when the candidate is in the classroom. Candidates MAY NOT be in the classroom without the Cooperating Health Educator, or with a substitute teacher at any time. In the event of the health educator is absent on a date the candidate is scheduled to teach, the candidate must reschedule/makeup the day, and notify the clinical supervisor of the schedule change. The Clinical Supervisor The School Nurse Program Coordinator Attendance ~ Track A As graduate education is comprised of an exchange of ideas and professional experiences, attendance at all practicum experiences is a course and a program requirement. Direct communication with the preceptor is required in the event of an absence. Candidates should notify both the preceptor and the clinical supervisor/course faculty in the event of an absence from the practicum experience. Missed practicum hours will be rescheduled in collaboration with clinical supervisor/course faculty and preceptor and must be completed prior to issuing a final course grade. Compliance with HIPAA Candidates are always personally accountable to maintain patient confidentiality. The Health Insurance Portability and Accountability Act of 1996 (HIPAA) Privacy and Security Rules detail requirements of all health care personnel to protect patient confidentiality. Additional guidelines and regulations for Family Educational Rights and Privacy Act (FERPA) are mandated for all candidates. Candidates are required to maintain patient confidentiality at the clinical agency, at school, at work or at home. Candidates have access to patient information on a need to know basis. Candidates may only access patient information (written, electronic or oral) in the course of the clinical experience as permitted by the School Nurse Preceptor (Track A). Candidates may not share patient information with outside parties unless the patient has granted permission. Discussions of patient/student care are appropriate for the learning environment however these discussions must occur in a private area to maintain patient confidentiality. Candidates are not permitted to leave the school building with any patient information. Candidates are not permitted to copy any part of the students medical record by any means.
